2023
Legal foundation and pilot
The framework established the digital-ruble platform, the Bank of Russia's operator role, and digital-ruble accounts. Operations began in a limited pilot.

Limited participation
Operations remain available to pilot participants — a limited group of banks, individuals, and organisations.
1 September 2026
First broad stage
Duties begin for the largest banks and certain sellers. Applicability depends on the sales model, revenue, outlet, and banking agreement.
2027–2028
Later stages
The roadmap provides for later groups of banks and sellers to join. Future dates, thresholds, and exemptions must be checked again.

The essentials
What is the digital ruble?
It is a digital form of the Russian ruble issued by the Bank of Russia. One digital ruble is equivalent to one ruble in cash or bank-account money.
Is it a cryptocurrency?
No. It is a form of national currency and a Bank of Russia liability. Cryptocurrency has a different legal and operational nature and no single sovereign issuer.
Is individual use voluntary?
Yes. An account is not opened automatically; individuals choose the form of the ruble and payment method they use.
Can individuals and businesses use it now?
Before broad introduction, operations are available to participants in the limited pilot. Availability expands in stages and should be confirmed with a connected bank.
How do participating banks provide access?
The account is maintained on the Bank of Russia platform. Connected banks provide access through their remote channels where the required contractual relationship exists.
How should a business prepare?
Assess whether the rules apply, agree a plan with the bank, and test checkout, POS, online payment, refunds, reconciliation, support, and incident handling.
