What begins on 1 September 2026 — and who is affected

The first stage of broad digital-ruble introduction affects the largest banks and defined categories of large B2C sellers.

What is confirmed

From 1 September 2026, the largest banks must enable clients to conduct digital-ruble operations. At the same stage, certain sellers must enable digital-ruble acceptance when all statutory conditions are met.

This is not a duty for every business

Applicability depends on the sales model, revenue, individual outlets, and the electronic-payment acceptance agreement with the relevant bank at the statutory reference date.

  • Confirm whether sales are made to individuals for personal needs.
  • Review organisational and outlet-level revenue.
  • Check the bank agreement in force on 1 January 2026.
  • Request a technical-readiness plan from a connected bank.

What individuals should know

Opening a digital-ruble account and using digital rubles remain voluntary. Accounts are not opened automatically, and the Bank of Russia does not call individuals to propose moving their money.
